When things go wrong do consider that your quickest source of help
is probably a neighbour in the street, they may not be the professional
help you are looking for, but they may be able to help you manage the
situation until the professional help arrives, they may also able to
source appropriate help locally.
If the emergency also has the potential to spread beyond the
boundaries of your own property and become a hazard to the community
around you (such as fire or a gas leak ) you really have a duty to
let people know so they can protect themselves and their belongings.
The first rule in any emergency is to assess the risk to yourself as
a priority and avoid becoming a further casualty.
Heroes tend to die young in dramatic circumstances, but often leave
the essential bits to the more cautious and better qualified.
